Was its type introduced in Gen I?

I noticed a possible 'exact words' scenario in the last answer. Fairy type is a possibility as it wasn't classified as special, nor was in classified as physical, prior to the split (if only because it didn't exist yet).

What does "stage 2" mean again? ^^()

Question: Was this pokemon first introduced in gen 4 or gen 5? (meaning the region dex more specifically, not the national in those games; does that make any sense?)
